Dual Language/Two-Way Bilingual Grant
We are pleased to announce the next grant related to Oregon’s
Strategic Initiatives
. This year under the leadership of Governor John Kitzhaber, the Oregon Education Investment Board proposed key strategic investments to support Oregon’s attainment of 40/40/20. Key to this work is a revitalization of the education profession and the establishment of a Network of Quality Teaching and Learning. Conceptualized and passed by the legislature in HB 3233, the Network provides funding for a comprehensive system of support for educators that creates a culture of leadership, professionalism, continuous improvement and excellence for teachers and leaders across the P-20 system.
One of the purposes of the Network is to distribute funding to school districts, nonprofit organizations and post-secondary institutions for the purpose of closing achievement gaps by providing and improving the effectiveness of professional development, implementing data-driven decision making, and implementing culturally competent practices.
This August the State Board of Education approved a rule establishing a
Dual-Language/Two-Way Bilingual Grant
program as one of the methods to address this specific direction in HB 3233. The Dual Language/ Two-Way Bilingual Grant is intended for districts, charter schools, or consortia of school districts to design, implement and/or improve dual language/two-way bilingual programs. These programs assist students in becoming academically proficient in two languages by providing research-based instruction that closes the academic achievement gap in English and continues to develop a student’s first language. Subject to available funds, the grants will be awarded for three years and in three phases: Planning, Implementation, and Program Evaluation. However, applicants are required to sustain the programs for at least two years past the grant period.
These grants are competitive and will be reviewed and scored by a team of ODE staff and external stakeholders based on specific criteria listed in the RFP and scored using the scoring rubric provided in Appendix D.
