Executive Order: What it Means to Collaborate with Agencies for Transition Students
Through the provision of Governor Kitzhaber's Executive Order to provide employment services to individuals with intellectual and developmental disabilities the Office of Developmental Disabilities, Oregon Vocational Rehabilitation and the Oregon Department of Education will co-present on interagency collaboration. This session will focus on developing plans collaboratively and leveraging support by braiding services from all agencies for transitions aged students. It is the shared vision of each agency that through strong agency collaboration, youth with disabilities will leave school with integrated, community employment or a post-secondary education plan.

Supporting and Retaining Excellent Speech Language Pathologists

One District’s Evaluation System to Ensure SLP Effectiveness: Following the Intent of SB290
Salem-Keizer School District has been a leader in developing evaluation systems that promote professional effectiveness, professional development, and multiple measures of performance. Collaborative and Consultative Teaching for General Education and Special Education
Research has shown that co-taught groups, regardless the population, resulted in increased academic achievement and more on task behaviors. (O'Rouke 2007) As our population grows, it is evident that we need to shift in the delivery of special education services. There is no "pull-out" program or "resource room" after high school. As a colaborative team the lines between regular education and special education begin to fade and all students reap the benefit. This collaborative model ensures that students master specific skills and concepts in the general education curriculum, as well as ensuring that their special education needs are being met, including alternate curriculum goals
In this session a special education teacher, high school teacher and principal will present their research supporting team teaching. They will provide examples, strategies, and lesson plans to support collaboration. They will also allow time for a question and answer session.

2013 Legislative Update
The 2013 Legislature passed a number of changes in education, both in its organizational structure and substantively. The Legislature also passed an unprecedented K-12 budget and allocated money for the Network of Quality Teaching and Learning and targeted strategic investments. There were also changes in the areas of state governance, health and safety, high school transitions/diploma and education service districts. This session will provide an overview of these changes.

Public School Choice: Charter Schools, Inter-District Transfers, Open Enrollment, Tuition, Service Requirements
Parents have more options than ever before that allow for parental choice among public educational programs. Oregon allows parents to use a wide variety of options including inter-district transfers, intra-district transfers, open enrollment, alternative education programs, and charter schools. This session will explore these options, recent legislation in this area, and the ramifications for students with disabilities who are receiving special education services when they transfer between public education options. The session will also explore the challenges that these options present to public education providers.

Quality Rating Improvement System (QRIS)
This presentation will have up to date information about Oregon’s Quality Rating Improvement System (QRIS). Part of a national trend to improve the quality of child care programs, Oregon’s QRIS has built upon the Oregon Program of Quality and the Quality Indicators. QRIS is an innovative system for early childhood care and education programs to start on a path of improvement to achieve a comprehensive, research-based set of standards. This presentation will help participants to understand Oregon’s QRIS and potential collaborations for providers of early intervention and early childhood special education. Current field test progress and plans for statewide roll out will be shared.

Components of ASD Instruction: Tools & Staff Training
The growing number of individuals with ASD poses a challenge to Oregon's schools and school building teams. Staff need the knowledge and skills to teach their students with ASD using research based pracitces. Lake Oswego School District has developed a framework for providing ASD instruction through the components of: conducting FBA's, developingbehavior plans, implementing evidence-based practices, evaluating progress through measurement systems, and promoting generalization. At the June 2013 COSA, the presenters provided a breif overview of the ASD Instruction framework and described the uniqueness of their delivery of services. This session will go deeper into the components and will provide each participant with checklists as a way to complete a self assessment of each component and quide school teams with effective professional development opportunities.

Autism Services: Update from the Commission on Screening, Evaluation, and Identification

Educational Stability Matters and the Uninterrupted Scholars Act

Lessons Learned
This session will review, qualitatively and quantitatively, the areas of IDEA non-compliance most frequently identified through ODE’s dispute resolution processes. Topics will include child find, eligibility, IEP meeting requirements, placement/eligibility determinations, IEP formation, review and revision of IEPs, and other areas that are regularly the focus of ODE’s IDEA complaint investigations and due process hearings. Post-School Outcomes
Session A: Work, School, And Life: Oregon’s Youth are Busy
Interviews with former students yield valuable information on the educational preparation provided by their districts. This session will highlight information learned from the past three years of post-school interviews with students with disabilities. Two thirds of these students have gone on to attend school or become employed. What can we learn from those who are engaged, and those who are not engaged in education or employment outcomes?
Session B: Take a Look at what your Students are Doing After High School
This hands-on session will go through the new Transition Report. Learn how your district fares when compared to like-sized districts in graduation, dropout, IEP review of transition standards, and the post school outcomes for your students with disabilities. In this session, you will be given a model for reviewing your data to learn how your students are progressing, and how your outcomes compare to others in the state.

Summary of Performance
School districts may develop a Summary of Performance for students with disabilities to use as a portable document to help partner agencies like Vocational Rehabilitation (VR) and Developmental Disability Services (ODDS) develop activities and supports that are informed by the student’s present level of functional performance and by their individual preferences, interests, needs and strengths. This session will be led by staff from ODE, VR and ODDS who will describe how to create a Summary of Performance that will enhance and strengthen the postsecondary transition process through agency collaboration.

Early Intervention Tele-Intervention DHH Pilot Project
With increasing caseloads and changes in funding over the years, providing Early Intervention services has become more challenging. ODE, WESD, and NCHAM at Utah State have teamed up to begin a study this fall in the use of tele-intervention to augment home visits to children with hearing loss and their parents. Come and learn how the project came together, what will happen, and what the long-range possibilities for “virtual home visiting” may be for Early Intervention and Early Childhood Special Education.

Improving Math Instruction for ALL Students
This session will describe one district’s approach to mathematics instruction for all students. The Bend-LaPine school district supports all students, including those in special education, using the general education curriculum for mathematics. Presenters will describe current practices that support our student success and outline instructional and implementation considerations at the district, school and classroom level. By the end of the session, participants will be able to describe the benefits of supporting struggling students using core curriculum. Introduction to Accessible Instructional Materials (AIM)
Accessible instructional materials support learning and achievement for students who have an identified need. This session will discuss legal requirements, identify accessible formats and key vocabulary, review eligibility, explain the process to acquire AIM from various sources, and provide resources to assist schools/districts interested in building an expert team.

CCSS, Standards-based IEPs, and Improved Student Outcomes
Improved IEP development is a critical factor in improving outcomes for students with disabilities. Clearly written IEPs that are aligned to the CCSS, measurable and specific, realistic and timely will increase student performance. Neuro-Developmental Skills and Demands Assessment-Implications for School-Based Support and Intervention Strategies
Challenging behaviors occur whtn the demands beign placed upon a student outstrip their neuro-developmental skill set. An analysis of challenging behaviors reveals an incompatibility between those skills and a variety of environmental demands. This presentation will focus on neuro-developmental skills-demands assessment, as well as the support and intervention strategies that result for that assessment.
