Welcome back! This is a very busy time for everyone that is full of excitement and challenges as we start the new school year!

The Post School Outcomes 2012-2013 data collection will be open through September 30, 2013. Exit interviews and the required Follow-up interviews should be entered in the Special Ed Post School Outcomes 2.0 application. If you do not have this application on your list, you will need to ask your District Security Administrator to grant you permissions.

Once you have completed your follow-up data entry on the new PSO 2.0 application, indicate your data entry is complete by checking the Yes button under the ‘Collection Complete’ for the Exit and Follow-up interviews on the opening data entry screen.

Thank you to all districts who have submitted their June Special Education Exit and Child Find Electronic Correction Report (ECR)/Audit Reports. The ECR Audits will close September 20, 2013. Data Collection instructions and manuals are available on the SECC Instruction Manuals webpage at: http://www.ode.state.or.us/search/page/?id=2964.

A few reminders:
  • 1. All agencies must review and complete the ECR Audit reports in Consolidated Collections.
  • 2. All agencies must approve their verification reports even if there are no changes.
  • 3. Only June Special Education Exit will have an ECR Final Submission Form.
  • 4. The June Special Education Exit ECR 12-13 Submission Form must be signed and at ODE by October 4, 2013.

SECC 2013 Fall Training

SECC Boot Camp Training: Full day sessions that cover basic coding of records, validating and submitting data to ODE. The two sessions at ODE are held for District/ESD staff who are new to the Special Education Child Count (SECC) process and are responsible for the submission of SECC data. The training at John Day is open to anyone who needs a “refresher” training. Training includes Special Education Child Find and June Special Education Exit data collections.
  • September 25 - Salem, Room 251B: 9 a.m. to 4 p.m. New staff only. There are 9 slots, first come/first serve.
  • October 7 - Salem, Room 251B from 9 a.m. to 4 p.m. New staff only. There are 9 slots, first come/first serve.
  • October 11 - John Day, Grant Union Jr./Sr. High: 9:00am - 3:00pm. Open to all staff. Registration will be available online on the ODE Events webpage at http://www.ode.state.or.us/news/events/.

To register for the September 25th or October 7th Boot Camp at the Oregon Department of Education complete the Boot Camp Registration Form Excel Spreadsheet and e-mail it to Claire Kemmerer eMail. Registration confirmation will follow.

SECC Fall Regional Training Sessions: Regional trainings are half day sessions that outline collection updates and respond to district/ESD questions. To register click on the location link or go to the ODE Events webpage.
  • October 10 - Bend, Bend-LaPine SD: 9:00am - 12:00pm
  • October 17 - Albany, Linn-Benton-Lincoln ESD: 9:00am - 12:00pm

  • IDEA Annual Application
  • December Child Count

  • IDEA distribution
  • Coordinated Early Intervening Services
The information is also used to add individuals to the SEDC Listserv and to ensure proper collection access for Consortium Mangers and their members.

We did not get updates for most districts last year, so please take a moment to complete this form and return it to me. You may e-mail the form to me, it does not need to be mailed (unless that’s easier for you).

I realize most of you are just returning and staff changes may still be happening. Please get the form back to me by September 11th so our database can be updated and you begin to receive SEDC Listserv messages.

Hi everyone,

As some of you are already aware, I will be leaving my position at the Oregon Department of Education (ODE). My last work day will be Friday, June 28. I have accepted the position of Co-Associate Director at the Center for Technical Assistance and Excellence in Special Education (TAESE) at Utah State University. I begin my new duties on August 1.

I just wanted to take the opportunity to express my appreciation for the opportunity to work with so many of you during my seven years at ODE. I will miss our interactions and wish you all the best.

Special Education Post School Outcomes (Indicator 14)
Indicator 14 of the State Performance Plan requires that school districts must collect and report to the Oregon Department of Education (ODE) post school outcome data. ODE is using a combination of census and stratified sampling to collect the number of students with disabilities who are no longer in secondary school (this includes students with disabilities who drop out, leave with one of the diploma options, and age out) and who have been competitively employed, enrolled in some type of postsecondary school, or some other training or work, within one year of leaving high school.

Timeline: Collection window is May 28, 2013 to September 30, 2013

The Special Education Post School Outcome data is collected by logging on to the ODE District Web site https://district.ode.state.or.us/ and selecting Special Education Post School Outcomes 2.0 from the Applications menu.

This update adds a new Exit Census Report, added a new LTCT program, fixed a bug that occurred when deleting a record, and updated some validations.

Staff is invited through this survey and the SECC Feedback WebEx Session to provide insight as to how the SECC process worked for you and what can be improved. The 2012 SECC Feedback Survey is available online in paper format on the SECC Feedback webpage. Thepaper form needs to be at ODE by March 1st and the online survey will be available through March 1st.

Last year, the unit could not follow-up on several questions/comments provided in the survey because there was no district/agency identification given. Therefore, this year the District/Agency field is required. This will allow us to improve our ability to respond to staff that have specific questions or feedback on the process.

The SECC Feedback Session WebEx is March 21st, 2013 from 2:00-3:30pm. The session is designed for people to share their experiences and provide input on the SECC Data Manager application, submission process, and to suggest recommendations. WebEx Connection information and handouts will be available on the ODE Video Training webpage (https://district.ode.state.or.us/search/page/?id=226) and a link will be available after the session for those unable to join us live.

The SECC team would like to thank you for your honest feedback and flexibility over the past year as further changes have been implemented to ensure ODE’s compliance with federal mandates. We believe that these changes will aid districts in their efforts to improve outcomes for students with disabilities and allow for more comprehensive data reporting.

Districts will be able to access all of the verification reports after the collection closes.

The Special Education Child Count (SECC) data collection is open.
The official count date is December 1st. Your district has until December 10th to submit your data, correct the errors, and approve the verification reports. The Successful Submission Form must be signed, mailed, and at ODE by the deadline for the data submission process to be complete.

The June Exit and Child Find ECR/Review Audits will be available August 23rd at 1pm through September 17, 2012. Due to our recent data migration there are changes to how verification reports work. We will hold a WebEx presentation to walk through the changes and give an overview of ECRs/Audit Reviews on Monday, August 27th.

REMINDER: ALL agencies are REQUIRED to complete this process.

Latest news on the unveiling of the NEW Post School Outcomes (PSO) 2.0 application

Districts can now access the new PSO 2.0 Application. Your District Security Administrators (DSA) should have been notified that the new application is available. Once your DSA gains access, they will be able to grant permissions to district personnel to access the PSO 2.0 application from the Application List. Both the original PSO (to be used for entering EXIT interview data) and the PSO 2.0 (to be used for entering Follow-Up data) will be available through September. We will be sending out an email to districts in early September reminding them of the collections and due date.

What your application list should contain:

• Use the original PSO app for the Exit collection,
• and the 2.0 version for the Follow Up collection.
