TO: Sponsors of Family Day Care Homes (FDCH)
RE: Revised Procedures for Family Day Care Home Sponsor Administrative Advances
Effective October 1, 2007, the Oregon Department of Education (ODE) has a new procedure for issuing and recovering administrative advances to Family Day Care Home (FDCH) Sponsors in accordance with CFR 226.10 (a).
ODE will issue an administrative advance to sponsors that elect to receive an administrative advance on their renewal application. The advance issuance and recovery process will be different than it has been in the past. Each month with the new procedure, CNPweb will automatically issue and recover advances.
The procedure for the issuance and recovery of FDCH administrative advances is as follows:
- ODE will approve administrative advances as requested in the renewal documents, or with adjustments.
- Effective with the October reimbursement (paid in November), CNPweb will automatically recover the advance amount and re-issue an adjusted (up or down) advance for the following month based on the average of the administrative reimbursement the sponsor claimed the previous three months. The October 2007 administrative advance will be issued by November 1, 2007.
- If a sponsor requires an advance in excess of the ODE-approved amount, the sponsor must request an additional advance from ODE in writing. The request must include the amount and justification for the additional advance. ODE will determine if the additional advance will be approved.
