Oregon Framework for Educator Evaluation and Support Systems


Educator Effectiveness Effective teaching and leadership matter. Within the school environment, teachers and administrators have the most impact in creating equity and excellence for each and every student.

Undertaking the work of designing, implementing, and monitoring an effective evaluation and support system for educators is both complex and time consuming; however, based upon the powerful correlation between teacher and principal effectiveness to student learning and growth, this work is imperative and of the utmost importance.

As part of the Elementary and Secondary Education Act (ESEA) Flexibility Waiver process, the Oregon Department of Education with the Educator Effectiveness Workgroup, are currently developing state guidelines for local evaluation and support systems in Oregon. The Oregon Framework for Teacher and Administrator Evaluation and Support Systems incorporate the requirements found in Senate Bill 290 and the ESEA waiver criteria set forth in Oregon’s ESEA Flexibility Request. The Framework was endorsed by the State Board of Education on June 28, 2012.
