Next Generation - Guiding Principles & Outcome Goals
The state’s expectations for school districts will be based on its overarching objective of meeting 40-40-20 goals. With the passage of SB 253, Oregon formally adopted the goal that by 2025, 40 percent of adult Oregonians have earned a bachelor’s degree or higher; 40 percent of adult Oregonians have earned an associate’s degree or postsecondary credential; and 20 percent of adult Oregonians have earned at least a high school diploma. To help reach this ultimate objective, the state proposes the following outcome goals:
By about age five
, learners have the cognitive, social, emotional, and behavioral skills necessary for kindergarten.
By about age nine
, learners are proficient in literacy and numeracy and can apply those skills in a variety of contexts.
By their mid-teens
, all learners are establishing academic behaviors; acquiring reading, writing, math, and thinking skills; and developing core knowledge that allows them to explore new and challenging learning experiences across varied content areas.
By their late teens
, all learners earn a full-option diploma and have the skills necessary to enter college or career.
The majority of learners
obtain a post-secondary degree or certificate that attests to their ability to think and learn, and provides them with a durable competitive advantage in the local and global economy.
Oregon Education Investment Board
The Oregon Education Investment Board, chaired by the Governor, is overseeing an effort to create a seamless, unified system for investing in and delivering public education from early childhood through high school and college so that all Oregonians are well prepared for careers in our economy.

This report from the Oregon Education Investment Board calls for far greater coordination in public education and a committed focus on improving student outcomes: "If we are to fulfill the promise of educational opportunity and keep pace with the world around us, we must find ways to improve the teaching and spark the learning of all students, now and every year hereafter."
