To craft the details of each area of the system, four work groups with representatives from various educational organizations have been formed and given guidance on their task. Once they have done their work, ODE will consolidate their work into a comprehensive and single plan for distribution and final submission to USED for their approval prior to implementation by the state.

	Workgroup 1 - College and Career Ready Outcomes Incorporating Data for Decision-Making This workgroup will review Oregon’s implementation of the Common Core State Standards and the extent to which these standards contribute to preparing students for college and career. The workgroup will also determine needed changes in district and school report cards so that performance among schools and districts can be appropriately stratified. Finally, this group will identify any data needed but not already available for making annual determinations of school performance. Workgroup 1 Members		Workgroup 2 - Teacher and Leader Effectiveness The task of this workgroup is to focus on designing an evaluation system that is one part of a seamless system of professional preparation and job embedded professional learning for licensed educators (beginning teachers, experienced teachers, administrators, and superintendents). The good work that has already been done in Oregon on defining teacher and leader effectiveness will be the basis for furthering the development of a coherent educator effectiveness system in Oregon. 	Workgroup 3 - Tiered System of Flexibility, Interventions, and Supports The committee will describe a comprehensive system of diagnostic reviews for those schools and districts identified as Priority and/or Focus schools. The system should differentiate the needs of schools and districts in meaningful ways so that they receive appropriate support and interventions that build capacity to meet targets for student achievement. Along with this, top performing, high growth schools and districts will be recognized and shared as models of excellence. Workgroup 3 Members		Workgroup 4 - System Evaluation and Continuous Improvement This committee will identify commitments to innovation and continuous improvement within the current accountability system so new models are used and evaluated to improve performance across the system, increasing achievement and efficiency. This will include expectations for review and improvement, and address whether the system as a whole is effectively serving in meeting the state’s student achievement goals. Workgroup 4 Members
