Next Generation - Planning Oregon's Accountability System
Vision
We envision a statewide accountability system that (a) sets clear, measureable, outcomes-focused goals for schools and districts and (b) provides ongoing monitoring, standards, and support to help schools and districts reach those goals. Our accountability system should motivate and reward educators for achieving those goals and provide information in areas where educators’ actions are not consistent with the achievement of these goals. Ultimately, every school district in Oregon should be working towards district-specific goals that are consistent with the state’s overarching objectives.
This winter, Oregon will design a state-tailored Next Generation of Accountability System (Next Gen) for education combining the Governor’s initiative, the Principles put forth by the Council of Chief State School Officers (CCSSO), and the requirements of the United States Department of Education (USED) in the Elementary and Secondary Education Act (ESEA) Flexibility process. We recognize that accountability systems evolve and should be continuously improved and adjusted over time to reflect changing contexts and needs.
Oregon’s Next Gen system will present a framework for school and district accountability that includes a number of tightly integrated elements. The plan will be designed to promote continuous growth for all students with the goal that they graduate high school with the rigorous knowledge and skills required for success in college and career.
In support of this goal, the state will ensure access to high quality education for every student by focusing supports and incentives on:
Improvement and innovation in educational programs and relief from unnecessary and burdensome restrictions;
Encouraging school and district success in ensuring college and career readiness as indicated by measures of student outcomes;
Articulation of a continuum of curriculum and instruction supporting student progress from preschool through to initial career placement; and
Establishing a compact with each district outlining intended outcomes, strategies, and responsibilities.
