Once awareness of the new standards structure is completed, the next step is transition. In the transition phase, the current state standards are compared to the new standards. In this process, differences between the previous and new standards are identified.
As part of this process districts need to create a comprehensive plan. This plan should target both secondary students who will be the first to take the SMARTER Balanced assessment as well as primary grade students. Conducting needs assessments as well as inventorying exsiting assets will allow districts to create a plan that meets their needs and makes the best use of resources already in place.
