RE: Match Requirements for the National School Lunch Program
Documentation due by June 30, 2011
The enclosed document lists the amount of state-appropriated general purpose or
undesignated revenues your district must transfer to the School Food Service Account
in order to meet the match for 2010-2011. An audit trail is required to verify that state
funds were used to meet this matching requirement.
7 CFR 210.17 Matching Federal Funds
STATE MATCH
Federal programs often have a requirement to match state funds in order to receive
federal funds. The National School Lunch Program is the only Child Nutrition Program
with this requirement. The United States Department of Agriculture (USDA) calculates
the total match amount, which is 30% of the base reimbursement (section 4 funds)
received by the state on all lunch meals beginning with the July 1, 1980, school year. If
the per capita income of any state is less than the per capita income of the United
States, the matching requirement shall be decreased by the percentage by which the
State per capita income is below the per capita income of the United States.
The Oregon Department of Education Child Nutrition Programs (ODE CNP) prorates the
state match to each school district receiving state school funds based on the lunches
claimed for reimbursement the previous year. School Districts then transfer the state
match funds to the school food services fund.
As a result of a Secretary of State audit, documentation of the state match must be
reported to ODE CNP. Please use the enclosed document as your reporting tool and
include a copy of your districts’ expenditure audit trail report showing the transfer of
state match funds. Documentation of the transfer is due by June 30, 2011.
School districts who fail to submit the required match transfer documentation by
June 30, 2011, will have approval of their program renewal for 2011-12 and claim
payments withheld until documentation is provided. Enclosed are the Appeal
Procedures to appeal the withholding of claim for reimbursement payments.
If ODE CNP is unable to demonstrate that the matching requirement was met by using
state revenues disbursed to local schools, USDA may recall or demand repayment of
federal funds received for the NSLP.
