RE: Update to Substitution of Yogurt for Milk in Adult Meal Pattern
Effective October 1, 2010
The Oregon Department of Education Child Nutrition Programs (ODE CNP) recently received guidance from the United States Department of Agriculture (USDA) Western Region Office (WRO) concerning the substitution of yogurt for milk in the Adult meal pattern.
Effective October 1, 2010, an adult day care facility may no longer substitute yogurt for milk. This policy supersedes the policy memo sent to sponsors dated May 9, 2006.
This current guidance was provided in the form of a February 2010 e-mail response from USDA to the WRO.
Question: Is there guidance that allows yogurt to be a substitute for fluid milk (one meal per day) in the CACFP?
Answer: An adult day care facility may no longer substitute yogurt for milk. We had issued some guidance at one time allowing the substitution but were unsuccessful at getting the regulation through clearance with that policy. We understand there is some confusion and different understandings about the policy but, as it stands now, the answer is no. We are hopeful that the pending meal pattern changes, after the IOM finishes its review, will clarify this.
