TO: Public School Sponsors of the National School Lunch and School Breakfast Programs
RE: Payment Process for the Elimination of the Reduced Price Payment for Breakfast
The 2009 Oregon Legislature appropriated funds to reimburse school districts for each breakfast provided free of charge to a student who is eligible for a reduced price meal. ODE CNP will provide from State funds reimbursement to the school district for the $.30 that a student would have been required to pay for the reduced price breakfast.
Sponsors will continue to count and claim their meals as they have in the past. There is no action required by sponsors. ODE CNP will calculate the amount owed to the district by taking their total reduced price breakfasts claimed for the month from CNPweb and multiplying by the $.30 co-pay. The State reimbursement will not display on CNPweb.
Sponsors will receive the reduced price breakfast payment as soon as possible after 90 days following the last day of the month covered by a claim. This payment delay is due to the 90 day upward revision allowed for a claim. Claims for May and/or June will be processed in July due to fiscal year closeout. The payment will come separate from the meals reimbursement from federal funds. School Districts should use source code 3299 - (State) Other Restricted Grants-in-aid for a state sponsored breakfast program.
Sponsors are reminded that they cannot charge for reduced price breakfast. ODE CNP asks that households are notified of this change with the following language:
