2009 January Mini-Conference
The Oregon Department of Education (ODE) Office of Student Learning & Partnerships and the Confederation of Oregon School Administrators (COSA) present annual training for administrators on special education and related general education topics. On January 9, 2009, administrators gathered in Wilsonville, Oregon, for presentations on IDEA, Oregon initiatives, and providing special education services.
Legal Lessons Learned and New Regulations
This session will review, qualitatively and quantitatively, the areas of IDEA non-compliance most frequently identified through ODE’s dispute resolution processes. Topics will include child find, eligibility, IEP meeting requirements, placement/eligibility determinations, IEP formation, review and revision of IEPs, and other areas that are regularly the focus of complaint investigations and due process hearings. Additionally, this session will include a discussion of the new IDEA Part B regulations concerning the revocation of parental consent for the provision of special education services; this session will explore the impact of this rule change on other areas of special education law including discipline, child find, and Section 504 of the Rehabilitation Act.

Comprehensive Evaluation for Specific Learning Disability (SLD): Legal Requirements and Best Practices
This session will review legal requirements for a comprehensive evaluation of SLD with any selected approach of RTI, PSW or a combined model. The presentation will discuss implications and considerations for comprehensive evaluation and will propose recommendations for how districts might focus their resources to effectively identify and serve students with Specific Learning Disabilities.

A Response to Intervention (RTI) Model for Supporting Students with Challenging Behavior
How can schools implement a system to support students with challenging behavior? A Response to Intervention (RTI) / Positive Behavioral Intervention & Supports (PBIS) model will be presented which includes examples of a continuum of group and individualized behavioral interventions, a system for data collection for student identification and progress monitoring, and a team process for guiding decision-making regarding systems implementation and individual student intervention and response. School data will be presented. Planning for district and school implementation and infrastructure requirements will also be discussed.

Secondary Literacy Support
Educators from North Clackamas SD and Tigard-Tualatin SD will discuss the key features of their emerging secondary literacy systems. District staff will share how they have worked to develop buy-in, implement screening and progress monitoring, strengthen the English/Language Arts program, and schedule intervention classes.

Improvement Planning
As the Office of Student Learning & Partnerships (OSL&P) continues to refine the System Performance Review & Improvement (SPR&I) system for ease and utility by districts, the OSL&P staff are also working on refining the “Improvement” process. Part of the improvement process involves a cycle of planning and implementation in which districts access and analyze their data (SPR&I database), evaluate current systems and practices in place, and engage in strategic planning to improve systems and practices. This presentation will focus on the SPR&I process for improvement planning, content areas within an improvement plan, and integration of improvement plans across indicators.
