Meeting All Student's Needs
Students are diverse in their needs and interests. To assure that all students have the opportunity to reach their potential, every effort must be made to meet these unique needs and foster individual interests. Career learning areas, special education, Talented and Gifted education, alternative education and many more opportunities offered in Oregon schools can make a difference in finding the key to each student’s success.


  • Alternative Education
    This page contains links to information about public and private alternative education options for students, including Oregon Statutes and Administrative Rules, the list of registered private alternative programs, the annual report of district programs and contact persons, Frequently Asked Questions, and "Student Voices: Why School Works for Alternative High School Students."
  • Charter Schools, Title V-B
    A charter school in Oregon is a public school operated by a group of parents, teachers and/or community members as a semi-autonomous school of choice within a school district.
  • Classroom Videoconferencing (Oregon Access Network)
    Here you will find many resources in support of videoconferencing in the classroom. You will also discover information about the network, how it works, who's involved, and how to get in touch with distance education specialists and videoconference schedulers throughout Oregon.
    • Comprehensive Guidance and Counseling
      Each school district in Oregon is expected to have a comprehensive guidance and counseling program (CGC) in place to support students' transitions throughout school, achievement of the diploma requirements, and preparation for post-high school next steps. Comprehensive guidance and counseling programs promote successful transitions by providing opportunities for each student to acquire and master critical academic, career, personal/social, and community involvement skills.
    • English Language Learners (ELL)
      The resources on this page are designed to assist English Language Learners (ELLs) develop language skills, succeed academicaly and overcome barriers that impede their academic success.
    • McKinney-Vento Act - Homeless Education Program
      The Education of Homeless Children and Youth Program, authorized as Title X under the No Child Left Behind Act, ensures that homeless students are provided a free, appropriate public education despite lack of a fixed place of residence or a supervising parent or guardian.
    • IDEA - Practice
      The Individuals with Disabilities Education Act (IDEA) is the federal education law that regulates special education. IDEA was reauthorized in December 2004 and most of its provisions went into effect on July 1, 2005.

    • Oregon Skill Sets
      The Oregon Skill Sets are lists of those things students need to know and be able to do in order to be successful in Oregon’s educational and career environments. These knowledge and skill sets will be used by Oregon educators at all levels to help identify what educational experiences Oregon students need to have in order to be successful in whatever they choose to do next in their lives. The lists include academic, technical and career related knowledge and skills.
    • Service Learning
      This site features grant opportunities, professional development information, and resources for Service-Learning.
    • Special Ed Data, Fiscal, Legal, and Information
      The Individuals with Disabilities Act of 2004 (IDEA 2004) mandates the provision of a free and appropriate public education (FAPE) for students eligible for special education services. An Individualized Education Program (IEP) is developed listing the specialized designed instruction and related services that will be provided to the student. Parent and student participation in decision-making is a key component of the IEP process.
    • Talented and Gifted (TAG)
      Talented and Gifted Education serves the purpose of providing instruction that challenges high-end learners and meets each student's learning needs.
