International Exchange Programs Oregon's International Exchange program is designed to help schools provide quality second language instruction and cultural exchange opportunities that serve to enhance the educational experience of Oregon students. The State of Oregon has signed a Memorandum of Understanding (MOU) to promote the visiting teacher program with Japan, Mexico and Spain. The department is also involved in discussions with China, and France regarding future visiting teacher partnerships.

Teaching candidates in the exchange program go through a rigorous pre-selection process in their home country prior to interviews by the ODE World Language and International Programs Specialist or school district representatives. All teaching candidates have the equivalent of a B.A. or Masters degree and have received a teaching license from their Ministry or Department of Education.

Through this program Oregon school districts have the opportunity to recruit foreign language and bilingual teachers from other countries to teach at elementary, middle and high school levels. At the same time it provides students, parents and educators with the opportunity to work with professionals who are native speakers of the target language, bringing a valuable international perspective to Oregon classrooms.

Visiting Teachers are qualified to teach in second language classes, core content areas and ELL classes. They may be hired for up to 3 years on a J1 visa and then, in most cases, are required to return to their home country for a specified period of time. Participating districts employ these teachers in accordance with state regulations and policies and pay them according to their experience and certification level.

While each Memorandum of Understanding is different, most agreements include opportunities for Oregon teachers to study and/or teach in the participating countries. Those opportunities are outlined on the individual program page for each country.
