Effective May 1, 2008, the Oregon Department of Education Child Nutrition Programs (ODE CNP) revised the provider transfer policy. The purpose of the revision is to streamline the transfer of providers, to be consistent with the CNPweb system, and to improve provider customer service while still protecting financial viability of sponsors.
After review of the current policy, ODE CNP believes a reasonable balance has been reached that will allow for increased provider choice, while helping to protect sponsor financial viability by not allowing sponsors to lose a large number of providers to transfers in a short amount of time.
Sponsors may begin to transfer a maximum of five providers in a month. A provider cannot transfer mid-month. Recruitment policies are still in effect and ODE CNP does not expect to see sponsors recruiting providers who have an agreement with another sponsor.
In addition, Federal regulations allow a provider to transfer to a different sponsor a maximum of once per year.
Sponsors must use the following procedure to transfer a provider:
- The transfer date to the new sponsor must be the 1st day of the month.
- Providers transferring to another sponsor must notify their current sponsor in writing of their intent to transfer to a new sponsor on or before the 10th of the last participating month. The provider must notify the sponsor via email, fax or letter. The notification must include the provider name, last date of participation with the current sponsor, and the name of the new sponsor.
- The "new" sponsor must communicate with the "old" sponsor to verify and coordinate the provider transfer.
- Both Sponsors must email the assigned ODE CNP Nutrition Specialist confirming the transfer of the provider. The email must include the name of "old" sponsor, name of "new" sponsor, provider name, provider date of birth, CNPweb number, and the transfer date.
- Both Sponsors must keep all communication with the provider on file.
ODE CNP will enter the transfer in CNPweb and email the two sponsors when completed. Refer to CNPweb Instructions Memo dated February 28, 2008, for detailed information for transferring a provider in CNPweb.
