RE: CNPweb Instructions for Free and Reduced Price Schools without CNPweb Numbers

This memo provides instructions for sponsors to document information for providers who qualify for Tier 1 reimbursement based on an eligible school area, when the school does not have an assigned CNPweb number. This guidance is needed because the February 14, 2008, Oregon Department of Education (ODE) 2008 Free and Reduced Price School Data list contains schools that do not have an assigned CNPweb number.

If a provider qualifies for Tier 1 reimbursement based on a school area for which there is not an assigned CNPweb number, obtain and maintain verification for school area eligibility for the actual qualifying school in the provider file per tiering requirements. However, enter the CNPweb number for the geographically closest eligible school in the appropriate field on the provider's CNPweb Provider Information Page.

Example: If provider Mary Jones qualifies for Tier 1 eligibility through Lincoln Elementary School the sponsor will obtain and maintain verification on file that Mary Jones resides within the Lincoln Elementary School boundaries.

However, if Lincoln Elementary School does not have a CNPweb number, the sponsor will identify the nearest eligible school that has a CNPweb number and document it in the provider file. In this case, the sponsor determines the closest eligible school with a CNPweb number is Washington Elementary School. The sponsor enters the CNPweb number for Washington Elementary School on CNPweb.

When conducting an administrative review, ODE will look for verification that the provider resides within the boundaries of Lincoln Elementary School with a note that the school does not have a CNPweb number and that the sponsor entered the CNPweb number for Washington Elementary School on CNPweb.
