Oregon e-Rate Announcements Affecting Oregon's Schools and Libraries Program Year 2004 (FY7)
State of Oregon e-Rate Application

The Department of Administrative Services "DAS", Information Resources Management Division "IRMD", will be preparing a statewide e-Rate consortium application for Program Year 2004. The application will seek e-Rate discounts for those telecommunications services purchased off the "SOEN" State Master Contract 1195. Under the contract terms, DAS IRMD is the billed entity for these services. Therefore, under e-Rate rules, DAS IRMD is required to file a consortium application on behalf of those schools and libraries that receive the services.

To insure your school or library is part of DAS IRMD's consortium application, letters of agency and a confirmation of telecommunications services to be included for your organization should be returned to DAS IRMD on or before January 9, 2004.

Select the Letter of Agency Link to obtain the letter of agency and a fax cover page. Select the PDF file that corresponds to the ESD where your school/school district or Library is associated with to find the listing of your circuits as of October 2003.

Complete the letter of agency; check the appropriate box on the letter of agency to identify circuits you are keeping, adding, or deleting to your list of circuits; and fax it back using the fax sheet attached to the letter of agency.

Keeping Up with Oregon e-Rate News And Subscribing to Oregon's e-Rate Discussion List
The Department of Education maintains a Web based e-Rate discussion list for use by e-Rate coordinators, school technology directors, librarians, and other interested personnel who desire to keep up with the most recent e-Rate information affecting Oregon's schools and libraries.

National Universal Service (UNISERV) Discussion List Hosted by the American Library Association

PROCESS FOR CALCULATING BEAR REIMBURSEMENT REQUEST
BEAR reimbursement requests, totaling $494,555.12, have been submitted on behalf of the Oregon schools and districts that purchase telecommunications services off the State master contract, commonly referred to as "SOEN".

There are two files posted to the web site. The PDF file titled "School FRN Summary July-Jan  Get Acrobat" represents a summary amount of what each district will receive, assuming the Schools and Libraries Division reviewers do not reduce the request. The Excel file, labeled "School FRN Detail July-JanExcel Spreadsheet represents, by district, the specific calculations for each circuit. This will be useful for those districts that pass the discounts back to their individual schools.

The State's Form 471 application divided the funding requests into four categories, depending on type of circuits an/or service: 56KB, T-1, Video, and New Circuits. The challenge was how to obtain reimbursements for services in each of these four categories that came near to the individual districts' discount rate without exceeding the dollar limit established by the State's consortium discount rate of 65%. To accomplish this challenge, two calculations were made:
  • Calculation 1: Cost of service times district's discount rate (varies)
  • Calculation 2: Cost of service times state discount rate (65%).

The next step was to compare the Calculation 2 with Calculation 1. For all four funding requests, the dollar limit of Calculation 1 exceeded Calculation 2. Therefore, a third calculation was made to reduce all districts' discount, per service category, by the least and bring the total dollar limit within the 65% statewide limit. This means that districts will receive discounts close to their individual discount rate. The table below represents the adjustment calculations that were used.
