State Performance Plan and Annual Performance Report for Special Education
The general purposes of the Individuals with Disabilities Education Act (IDEA 2004) are "to ensure that all children with disabilities have available a free appropriate public education that emphasizes special education and related services designed to meet their unique needs and prepare them for further education, employment, and independent living." [20.U.S.C. Sec. 1401(d)(1)(A)] Under IDEA 2004, every state must develop, and submit for federal approval, an eight year State Performance Plan (SPP) outlining the actions the State will take to implement the purposes of IDEA 2004 and how the State will evaluate its progress in these areas.
As required by IDEA 2004, each state must report to the Secretary of Education and to the public on the progress of the State, and of children with disabilities in the State, toward meeting the goals established in the State Performance Plan (SPP). In compliance with this requirement, the Oregon Department of Education (ODE) has submitted its Annual Performance Report (APR) to the U.S. Department of Education, Office of Special Education Programs (USDOE/OSEP).
