Best Practices Guide for Administering OAKS

In response to ORS 329.486, ODE has collaborated with stakeholders to produce a best practices guide for administering OAKS to help schools and districts develop test administration policies and procedures that maximize the usefulness of assessment data and minimize the impact on instruction. As directed by ORS 329.486, the Best Practices Guide includes guidance around appropriately administering the OAKS as a summative assessment and around retesting students in grades 3 - 8 who have already met or exceeded the achievement standards. The Oregon State Board of Education formally adopted the Best Practices Guide on January 20, 2012. To assist districts in developing their communication strategies around retesting, ODE has also provided sample parent letters in both English and Spanish.

    The Preliminary Test Administration Manual provides districts with advance notice on the anticipated polices and requirements that will govern administration of the 2014-2015 Oregon Statewide Assessments, including the operational Smarter Balanced assessments in mathematics and English language arts. In addition, please note that the Preliminary TAM also contains the final policies and requirements in effect for the 2014-2015 Kindergarten Assessment.

    To facilitate the integration of the Smarter Balanced assessments into the Oregon Statewide Assessment System, ODE has based the Preliminary TAM on the Oregon Customized Smarter Balanced Field Test Administration Manual. As you review the Preliminary TAM, please note that ODE has made several important customizations to the Smarter Balanced Test Administration Manual to align terminology and protocols with Oregon requirements where possible or to call out differences in policy between Oregon’s current Statewide Assessment System and the Smarter Balanced assessments. In addition, ODE has incorporated several new sections that address the broader Oregon Statewide Assessment System. A high-level summary of these customizations is included on p. 8.

    ODE will publish an Interim Test Administration Manual by August 1, 2014 that locks down all policies and requirements that are not specific to the new Smarter Balanced assessments; this Interim Test Administration manual will also include information about the nationally-normed test that will be offered in 2014-2015 for all students in Grade 10 as required under ORS 329.488. Once the Smarter Balanced Assessment Consortium releases its final policies and requirements that will govern the operational administration of the Smarter Balanced assessments, ODE will publish a Final Test Administration Manual that includes the final policies and requirements for administering the Smarter Balanced assessments.
