Executive Numbered Memo 010-2013-14 - Physical Examination Requirements for School Bus Drivers

Re: Physical Examination Requirements for School Bus Drivers

Under new requirements from the Federal Motor Carrier Safety Administration (FMCSA), all physical examinations of school bus drivers must be administered by a certified medical examiner starting May 21, 2014.

The Oregon Department of Education (ODE) requires school bus drivers to pass a physical examination approved by the department per Oregon Administrative Rule 581-053-0040. This physical must also conform to the requirements of the FMCSA and the Oregon Department of Transportation for all commercial motor vehicle operators.

FMCSA is implementing a rule adopted in 2011 requiring physical examinations to be administered by a medical examiner who is listed in FMCSA’s National Registry of Certified Medical Examiners. The current implementation date set forth in FMCSA rule is May 21, 2014.

To remain in compliance with the commercial driver license (CDL) regulations, ODE will require all physical exams administered on or after the implementation date be done by a certified medical examiner.

New Steps You Need to Take
Prior to submitting the application to ODE for processing, employers must verify and document the medical examiner was certified at the time of the physical exam if the exam occurs on May 21, 2014 or later.

Verification can be done at https://nationalregistry.fmcsa.dot.gov/NRPublicUI/home.seam.

Each certified medical examiner is issued a unique number. This must be included on the Medical Examiner’s Certificate portion of the ODE application form, Form 581-2278b-M. Applications with a Medical Examiner’s Certificate that do not have this box (forms with a date prior to 6/2012) will not be accepted since the old form will no longer meet CDL regulations.
