|CCSS-Educator Effectiveness Strategic Investment Funds|
|We are pleased to announce the next grant related to Oregon’s Strategic Initiatives. This year under the leadership of Governor John Kitzhaber, the Oregon Education Investment Board proposed key strategic investments to support Oregon’s attainment of 40/40/20. Key to this work is a revitalization of the education profession and the establishment of a Network of Quality Teaching and Learning. Conceptualized and passed by the legislature in HB 3233, the Network provides funding for a comprehensive system of support for educators that creates a culture of leadership, professionalism, continuous improvement, and excellence for teachers and leaders across the P-20 system.
One of the purposes of the Network is to support implementation of Educator Effectiveness (SB290) and Common Core State Standards (CCSS) to improve educator practice (teaching and leading) and increase student achievement. Oregon Department of Education (ODE) staff and stakeholders are working to create alignment and coherence among these critical initiatives. Combined, CCSS and educator effectiveness efforts have a greater potential to improve outcomes and equity for all students.
All school districts will receive CCSS-Educator Effectiveness implementation strategic investment funds distributed as follows:
1. Professional Learning Teams. ODE will work with districts and ESDs to establish Professional Learning Teams (PLT) in each district (or consortia of small districts) and ESDs who will support their districts’ implementation of CCSS and their evaluation and support systems (SB290). PLTs will attend 5 days of ODE sponsored conferences at no cost to districts/ESDs in 2013-14. Teams will have opportunities to learn from state and national experts and participate in a statewide collaborative professional learning community. ODE will provide guidance for establishing PLTs and information on registering and reimbursement for attending the conferences in October 2013.
2. District Allocations. ODE will allocate funds to each district from a total of $6M through non-competitive grants based on ADMw to support professional learning in their district. Funds will be allocated to districts in January 2014 and available through June 2015. PLTs will determine professional learning needs within their district to apply for funds. ODE will provide an application and reporting template in November 2013.
3. Regional Network Support. ODE will provide additional regional professional learning opportunities throughout the state. District teams can participate in regional professional networking with the District Collaboration Grant districts and other model schools as “hubs” to share implementation lessons learned and best practices.
