RE: One-year Postponement of Materials for English Language Proficiency and Development (ELP/D)
Summary: There will be a one-year delay in the review and selection of English Language Proficiency and Development (ELP/D) instructional materials to allow for further development of the ELP/D framework and standards.
In Spring 2012, the Oregon Department of Education, in collaboration with other states and members of districts from throughout Oregon, began the development and review of new ELP/D Standards that correspond to the Common Core State Standards (CCSS). This standards development is part of a broader, multi-year process to improve services and supports for English Language Learners in our state. This work includes creation of the ELP/D framework, development of standards, and the eventual development of a new English Language Proficiency Assessment (ELPA 21). Oregon will initiate the review and adoption of instructional materials when the State Board of Education adopts the new ELP/D standards.
Oregon had been scheduled to review and adopt new English Language Proficiency and Development instructional materials in October, 2013. However, in order to accommodate the standards development process and allow sufficient time for that critical work, ODE has recommended a one-year delay to this adoption schedule. New ELP/D instructional materials are now scheduled to be adopted in October 2014 and will be in classrooms by September 2015. School districts should continue to use their current materials to support English Language Proficiency and Development until these new materials are available.
In addition to this communication to ESDs, school districts, and schools, this change in schedule will be shared with the State Board of Education as well as publishers and content providers.
