MEMORANDUM NO. 008-2011-12 – Essential Skills Reporting
To: Superintendents, Principals, Special Education Directors, and other District Administrators
From: Doug Kosty, Assistant Superintendent, Office of Assessment and Information Services
Re: District Essential Skills Reporting Requirements for 2011-12

Districts are required to submit data on Essential Skills for students that have been awarded a regular or modified diploma in all periods of the Cumulative Average Daily Membership (Cum ADM) collection, including the Annual Cum ADM collection open from May 17 through July 13, 2012. This information is based on the student’s high school entry year (“cohort year”), not current grade level.

ODE intends to use these data in an annual report planned for public release in January 2013 at both the state and district level. The purpose of this report will be to display the number and percentage of cohort members meeting Essential Skills by the various options, both at the state and district level, in total and disaggregated by subgroup. It will also tie this information to proficiency as measured by state assessments. Since there will be a limited validation process this year, the only options that will be reported initially will be “Met by OAKS” and “Met by Other than OAKS.”
