School & District Report Card Results Announced
Superintendent Susan Castillo Delivers State of Education Speech at Intel
SALEM – State Schools Superintendent Susan Castillo today released the report cards for Oregon public elementary, middle, and high schools during a State of Education speech delivered to education business partners at the Hillsboro Intel campus.
Oregon’s 2009-2010 School Report Card Ratings
• 37% of schools (426 out of 1155) were rated Outstanding (last year 34%)
• 59% of schools (684 out of 1155) were rated Satisfactory (last year 61%)
• 4% of schools (45 out of 1155) were rated In Need of Improvement (last year 5%)
• 132 schools were not rated due to their small size or being open for less than two years.

“Our high school students are the big achievers this year,” said Superintendent Castillo. “The number of Oregon high schools rated outstanding jumped an unprecedented nine percent due to a gain in reading scores. Oregon students are answering the call of increased high school graduation requirements and are showing they are up to the challenge.”
In a State of Education address given to Intel employees, Castillo pointed to the rising performance and participation of minority students on state and national tests as one indication that Oregon students are up to the challenge of increased rigor in the classroom. She cautioned that Oregon must not lose hope during the current budget crisis and should be encouraged by recent successes to stay the course with the K-12 systems reforms currently underway – reforms such as increased achievement standards and the adoption of national content standards which will better prepare students for the demands of the 21st century workplace.
“We cannot do it alone,” Castillo said. “We need engaged business partners like Intel who understand the imperative of increased knowledge and skills for our high school graduates.”
School and district report cards offer a comprehensive look at how Oregon schools are performing. They include a thorough overview of schools, including information on student test performance, school improvement, attendance, dropout rates, class size, SAT scores, expulsions due to weapons, and teacher education and experience. Last year, a student growth model was incorporated into the report cards to measure student learning over time to demonstrate whether schools are helping students make progress towards meeting state achievement standards.
What’s new for next year?
The Oregon Department of Education will convene stakeholders and advisors in the coming months to re-evaluate the Oregon Report Cards based on recent education reforms. These include the following: a new federal graduation cohort rate; an additional year to prepare students for statewide assessments in high school; and an unprecedented gain in student achievement in the Essential Skill of reading as part of the increase in student motivation related to the Oregon High School Diploma requirements. In addition, the Oregon State Board of Education is considering increased math achievement standards as part of the new math standards adoption process. All of these recent developments will be considered when the stakeholder group meets to review Oregon’s accountability system.
