Sign Language Interpretation Accommodation and Statewide Assessments

In February 2013, the Oregon Department of Education (ODE) approved the use of the Sign Language Interpretation Accommodation during the OAKS, Extended assessments, and Kindergarten assessment for all content areas except Reading (K&S)/Early Literacy (KA) and the ELPA. The ODE's policy and guidelines related to the appropriate use of this accommodation -- including qualifications for anyone who plans to serve as a signed test interpreter of Oregon's statewide assessments can be found in the Accommodations Manual at http://www.ode.state.or.us/search/page/?id=487.

With this approval and per OAR 581-015-2035, ODE has developed an online training and proficiency site that sign interpreters are required to complete and pass in order to qualify as a sign interpreter who provides deaf/hard-of-hearing students access to the appropriate Oregon Statewide Assessment. Collaborative Assistive Technology Assessment - Fall Web Class Through PSU

Oregon Technology Access Program (OTAP) is offering a fall web class, "Collaborative Assistive Technology Assessment." This Portland State University course teaches a collaborative team model for assessing an individual student's need for assistive technology. The class offers three graduate credits for $400. Oregon's Alternate ("Extended") Assessment: Qualified Trainer and Qualified Assessor Trainings

Important information on the Qualified Trainer (QT) and Qualified Assessor (QA) training requirements and opportunities for the current school year can be found under the “Training” icon at http://www.ode.state.or.us/search/results/?id=178. Please note that if you were a QT or a QA last year, your district is relying on you to maintain district capacity. If you are unable to fill that role this year, please alert your Special Education Director so that s/he can make the appropriate decisions based on ODE projections. To ensure that QT and QA capacity is maintained for your district, please circulate this important information among previously trained Qualified Trainers, previously trained Qualified Assessors who may be interested in becoming Qualified Trainers, and individuals interested in becoming Qualified Assessors of the Extended Assessment system for the current school year.

Please note: Beginning in 2013-14, the window for entering Extended Assessment data will now close a week earlier to allow for the submission and analysis of grade 12 students data which are using this assessment to demonstrate proficiency in some or all of the Essential Skills in fulfillment of graduation requirements.

Two Outstanding Oregon High School Students Will be Selected to Spend a Week in Washington Observing the Federal Government in Action

WASHINGTON, D.C. — Oregon Senators Ron Wyden and Jeff Merkley announced that the United States Senate Youth Program (USSYP) has begun its statewide selection process. The two Oregon students will join 102 other delegates March 8—15, 2014 for the program’s 52nd annual Washington Week.

The USSYP was created by Senate Resolution 324 in 1962 as stated in supporting Senate testimony from that year, “to increase young Americans’ understanding of the interrelationship of the three branches of government, the caliber and responsibilities of federally elected and appointed officials, and the vital importance of democratic decision making not only for America but for people around the world.”

Since that time, more than 5,000 students have participated in this unique leadership program. Renewals for Special Education Private Schools 2013

Special Education approved private school renewal applications were posted in April 2013 for the 2013-14 school year. Currently approved schools were notified by e-mail or letter that the renewal forms are now posted online. Renewals will be effective through August 15, 2014. Reminder e-mails were sent July 5, 2013, to those schools not returning a renewal form as of that date.

2013 Updated Procedural Safeguards

The July 2013 ODE Procedural Safeguards Notices are available in English at the following link. To conserve resources and cover all applicable information, the Procedural Safeguards booklets for students (K-18) and (18-21) have been combined into one publication. Translations are in process and will be posted to the ODE website as soon as available.
The July 2013 versions replace any previous versions, and are aligned with the requirements of IDEA 2004, federal, and state regulations.

Oregon Accommodations Manual 2013-14

ODE anticipates the preliminary draft of the 2013-14 Accommodations Manual will be posted by Friday, June 7, 2013. The preliminary draft will contain tables that explain and regulate the allowable accommodations available for all students during the administration of each of Oregon’s statewide assessments—including the Kindergarten Assessment. The final 2013-14 Accommodations Manual will be posted by August 1, 2013.
