The U.S. Department of Education recently issued revised IDEA regulations related to the use of public insurance for special education services. To read more about these changes, go to: http://www2.ed.gov/policy/speced/reg/idea/part-b/part-b-parental-consent.html.

Public Comment Invited - Individuals with Disabilities Education Act (IDEA)

Through Monday, April 8, 2013, the Oregon Department of Education (ODE) is accepting public comment on its annual applications to the U.S. Department of Education for federal IDEA funds. Copies of the applications and directions for submitting comments are at the following link: http://www.ode.state.or.us/search/results/?id=260.

IDEA is a federal law governing special education services and federal funding for eligible children with disabilities ages birth to twenty-one. IDEA Part C supports children ages birth to three; IDEA Part B supports children and youth ages three to twenty-one.

Please share this information with members of the school community, parents of students with disabilities, and the community at large.

2013 Public Notice and Comment - Individuals with Disabilities Education Act (IDEA)

As required by federal law, the Oregon Department of Education (ODE) announces its annual applications for federal IDEA funds are opening for public review and comment. IDEA is a federal law governing special education services and federal funding for eligible children with disabilities ages birth to twenty-one. IDEA Part C supports children ages birth to three; IDEA Part B supports children and youth ages three to twenty-one.

The notice period for Part C begins February 19 and ends on April 19, 2013. ODE will accept comments on Part C between March 10 and April 8, 2013. The notice period for Part B begins February 22 and ends April 22, 2013. ODE will accept comments on Part B beginning March 10 and ending April 8, 2013.

2012 Tax Exemption Memo Translations

The 2012 Tax Exemption Memo is now available online in multiple languages: English, Spanish, Russian, Vietnamese and Chinese. The Oregon Tax Code provides an additional tax exemption for parents of certain IDEA-eligible children with disabilities.

Facilitated IEP Pilot Program Now Accepting Requests

The Oregon Department of Education is proud to announce the inclusion of Facilitated Individual Education Program (FIEP) services within our Dispute Resolution options. From January 1- June 30, 2013 the FIEP pilot program will include the offering of 20 state-funded, facilitated IEP meetings.

Oregon's Alternate Assessment Transition

In an effort to keep districts and schools up-to-date with the Oregon Department of Education's alternate assessment transition efforts, additional information and resources have been posted to the Common Core State Standards - Alternate Assessment website (http://www.ode.state.or.us/search/page/?id=3709) entitled NCSC Resources. As the description under this link states, the resources and documents on this page are designed to assist districts and schools to better understand this project - building an alternate assessment based on alternate achievement standards (AA-AAS) for students with the most significant cognitive disabilities - the goal of which is to ensure these students achieve increasingly higher academic outcomes and leave high school ready for post-secondary options.

51st Annual United States Senate Youth Scholarship Semi-Finalists

The Oregon Department of Education is pleased to announce that the following students have been selected as the semi-finalists in the United States Senate Youth Program:

Julia Collins of Oregon City High School

Benjamin Jason Barnes of Oakland High School

Lindsay Nicole Overhage of Westview High School

Dylan Tingley of Ulysses S. Grant High School

We have invited these semifinalists and their families to visit the Oregon Department of Education on November 8, 2012 to tour the Capitol grounds, visit with various elected officials, and participate in a brief question and answer session with our judges.

Thank you to all the students who have competed in this year’s United States Senate Youth Scholarship program. We are confident each student will go on to demonstrate their leadership abilities and strengthen their resolve to pursue careers in public service.
